DFMP-000 DFM proposal process 0.00v

This paper has not been written yet. It should specify the path a proposal takes from an issue thread to a legitimated paper on master.

Until it exists, proposals follow the public Git flow described in the DFMP README: a proposal is discussed in a public issue, developed on its own branch and submitted by pull request to master, where automated checks and public discussion preserve traceability.

Writing this paper is open work. Open an issue with the draft. No permission is needed.
